As California moves away from fossil fuels, the public utilities commission recently approved a rate structure change for utility giant, PG&E. The new structure will lower energy costs per kilowatt but implement a three-tiered, fixed, flat rate based on income. TURN, The Utility Reform Network, supports the revenue-neutral change.
